Paul has just finished explaining that the Gentile(pagan), Gentile(moralist) and Jew are all guilty of breaking God's law and are all in need of Christ's righteousness. In this passage Paul explains that no man seeks out God's righteousness but rather their own righteousness. This section ends by explaining that the law was not given so men could try to keep it and thereby obtain righteousness but the law was given so that the "whole world might become guilty before God"(see their need for salvation).
Apart from God's love shown in His mercy and grace I am hopelessly and helplessly lost and on my way to an eternity separated from God in the lake of fire. In His mercy He did not send me to hell immediately when I sinned. In His grace he provided for my forgiveness and salvation, pursued me with conviction, and purchased me in redemption. Praise God! All glory goes to Him!!
